Tom Menino knows the value of fear. In fact, the guy seemed to revel in its potential power. His new autobiography, “Mayor for a New America,” starts and ends with one of the finest moments of his five terms as Boston’s mayor – the week of the marathon bombings, showing an inner strength that his city needed even as his body was failing him.
