Good morning, Jamaica Plain. Here's your morning memo for Tuesday, April 22. City Council Works on Cutting Red Tape for New Businesses: It's a campaign promise from Mayor Marty Walsh and a talking point for just about any city politician you care to buttonhole: Making it easier for small businesses to get permits and licenses. Tuesday morning there's a City Council "listening session" for business owners to air their grievances and propose improvements. It's the second of five such planned sessions and takes place at 9 a.m. at Mass Bay Credit Union in South Boston.

What’s Open, Closed on Patriots’ Day

Monday is Patriots' Day, a state and local holiday in Massachusetts commemorating the battles of Lexington and Concord in the War of Independence. The Boston Marathon is run Monday, of course, and the Red Sox play their traditional home game. For Jamaica Plain residents, the Marathon itself has little impact on the neighborhood, though it's a good day to limit your transportation to walking, biking and the T.

Here's a list of what's open and closed for Patriots' Day:

Boston Public Schools: Closed
City Offices: Closed
Libraries: Closed
Trash and recycling: Delayed one day for most JP residents. However, if yours is picked up twice a week, there is no change. Street Cleaning: No daytime street cleaning except on posted arteries before 7 a.m.
Parking: While JP doesn't have meters, elsewhere in the city meters are free and time limits are not being enforced.
